4. Review Process

There are three rounds of review on each manuscript, including preliminary review by executive editors, peer review by external experts, and final review by the Editor-in-Chief.

4.1 Preliminary Review: Executive editors would conduct preliminary review on the manuscript. All submitted manuscripts shall be tested by the "Academic Misconduct Literature Detection System" developed by CNKI to avoid plagiarism and overly high rate of repetition. It is required that the repetition rate is no higher than 10%. Manuscripts with an overly high repetition rate will be rejected in the preliminary review.

4.2 Peer Review: At least two external experts would be selected by the Editorial Department to conduct a double-blind peer review on the manuscripts that passed the preliminary review. When selecting reviewers, the Editorial Department would avoid experts from the same institution or research team as the author, and editors are not allowed to disclosure the names and affiliations of authors and reviewers to each other. Specially, interdisciplinary manuscripts would be sent to experts of different disciplines.

4.3 Final Review: After a manuscript pass the peer review process, it will be submitted to the Editor-in-Chief for final review. The Editor-in-Chief would be assisted by the Editorial Board Members to give final comments on the manuscript with regard to its innovation, practical values, significance of the research, compliance with academic norms, etc.

For manuscripts submitted by the Editorial Board Members or editors of this journal, they must follow all the review and editing procedures of the journal. All review procedures will be conducted independently of the relevant Editorial Board Members, editors and their research teams. All Editorial Board Members and editors of this journal are not allowed to participate in the review, editing and employment decisions of the manuscripts written by themselves, their families or colleagues.

5. Article Publication Fee

For accepted articles, the journal would only charge authors for article publication fee (APC), which is 1500 CNY for manuscripts with three or less pages and 800 CNY for each additional page. No fees would be charged during the review process and any phone calls asking for review fees is sham. The APCs would be charged for once after the acceptance of manuscripts and no other fees are demanded.

The time length of the review process depends on the article’s quality, and is no longer than one month on average. It is recommended that authors shall carefully check the manuscript content before submission, and try to revise their manuscripts and bring them up to our requirements in one go to reduce the review time. For manuscripts from postgraduates, it is recommended that postgraduate students invite their supervisors to review their manuscripts prior to submission.

If you do not receive the notification of acceptance from the Editorial Department after six months of submission, you can handle your manuscript at will. After the acceptance of manuscripts, the Editorial Department will present the authors with two printed copies of the issue and pay the remuneration.
